    Mr. Carr is currently a Management and Program Analyst in the Office of Intelligence and Operations Coordination for the Bureau of Customs and Border Protection in the Department of Homeland Security. He is responsible for strategic planning, risk management and performance management and participates on numerous department workgroups to improve risk assessment and performance measures. Mr. Carr also has three years experience in FEMA as a Continuity of Operations expert and six years as a systems analyst with the Social Security Administration. From 1994 to 1997 Mr. Carr led efforts to establish eleven residential programs for mentally retarded and developmentally disabled adults as a regional director for Coast Rehabilitation Services. From 1981 to 1994 Mr. Carr served as a commissioned officer in the United States Coast Guard with experience in emergency planning, security, public affairs, search and rescue, and maritime law enforcement.
