    José R. Febres-Andino is the International Finance Corporation (IFC) HQ Building Manager at the World Bank Group in Washington, DC. Dr. Febres-Andino leads facilities operations, capital projects, and asset management programs to ensure safe, sustainable, and cost-effective building performance. He has previously held leadership roles at the Washington Metropolitan Area Transit Authority (WMATA) and the International Monetary Fund (IMF), where he directed large-scale infrastructure programs, implemented risk and resilience strategies, and advanced reliability-centered maintenance and energy management initiatives.

    Dr. Febres-Andino holds a Doctor of Engineering in Engineering Management from George Washington University, along with multiple advanced degrees in reliability engineering, energy management, and engineering management. He is a licensed Professional Engineer and holds several industry certifications, including Certified Facilities Manager, Certified Energy Manager, Certified Green Building Engineer, and Lean Six Sigma Black Belt. In addition to his professional work, he is an active educator and researcher, serving as adjunct faculty at multiple universities and contributing to the advancement of facilities management, resilience engineering, and sustainable infrastructure practices.
